Invest in School Based Health Care Centers
Healthy children are better students. Providing health care access where kids already spend their day allows for more time in school.

"Kids with communicable diseases should stay home," should not be used to prevent the health services Fran Ross described in her comment, which are serious conditions that need help right at the school level and place.

School health care can serve as an important link to families who are under-served by health care. There is an appalling high incidence of child abuse in this state, which impacts us all. Schools can provide crucial early detection and intervention, and teachers are not equipped or trained for this. Don't think public school health is limited to sniffly noses. Kids need suicide prevention, defense against bullying, and a watchful eye regarding drug abuse, the list goes on.

Also, it makes sense to fully utilize school buildings. If the public visits the schools, they'd be better aware of the beat-up condition of many school buildings.

SBHC are to treat kids that are already there, it doesn't change the rules about staying out of school when you are sick. Because they are run as adjuncts to the school, the ones I know of are in somewhat separated facilities, usually a modular unit outside anyway. Many kids with insurance stop going and those without, of course, generally can't afford it.

Lets not confuse the purpose of schools and overextend their focus, they are for learning. I agree with Juniper, sick kids should stay home.

The sick kids should not be at school where they are passing the germs around. If there were to be a health center in the schools, it should be wellness skill training and disease prevention. Teach the kids how to eat right and make sure they get adequate amounts of exercise and there won't be as many sick kids.
Allow the sick kids to stay home and get well without the parents being afraid to let their sick kid stay home. This will prevent the spread of disease.

Eliminate the junk food that is offered in the cafeterias and in the snack and drink machines. There are laws about smoking and drugs on school property, but what about the junk food? They should only offer healthy choices. The kids will eat it when they get hungry enough or when they get used to eating real food.

Find innovative ways to use SCHIP dollars that match Oregon Health Plan dollars to fund this. Allied health providers work with pediatricians and family practitioners as "physician extenders." Work with schools and community centers to integrate holistically with physical education and nutritional guidance.
